Single Hierarchy Twist joint rotates badly when the root is rotated

Starting with the default biped template, and then enabling a twist joint on the arms via UI, I'm having strange behavior and I'm wondering if there's an explanation.  If I key the rotation of the root bone around the Y axis, and then note the rotation values for the twist joint, I see the rotation values changing quite a bit.  The single hierarchy bone's rotation is quite a bit off from the main Twist joint. I drew on the attached screenshot to demonstrate.  Is this a known issue?
