this is a simple little UI for skipping through frames. normally maya will only let you advance by one frame ( or one segment of the time scale) when you press the next frame buton. With `skipper` you can easliy advance by half frames, or every 10 frames etc or whatever increment you set. Useful when setting multiple keys or getting an exact inbetween.
